Federal Education Minister Shafqat Mahmood has announced a detailed policy on the average grading system for SSC and HSSC students. After an hour-long meeting with CEOs and education ministers, he spoke at a press conference in Islamabad.
During the press conference, Mahmood thanked all provincial education ministers for the unanimous decision. The minister specifically mentioned Dr. Shehzad Jeeva, Chairman of the Inter Board Committee of Chairman, and his staff for working hard to develop a great formula for student transportation.
Here are the details of the average marking system, as announced by Shafqat Mahmood:
SSC-I and HSSC-I
It was a difficult decision because several provinces had already started SSC exams while the rest were closed and ready to take exams. Therefore, the students who had not yet appeared in the 9th and 11th grade exams were promoted to the next classes. The decision applies to both regular and private students.
This means that SSC-I and HSSC-I students will not have to take a composite exam in 2021. They will only appear in the exams of the second part for the respective certificates next year. In order to receive promotions, students must perform well next year as their grades for that year depend on the performance in next year’s exams.
SSC-II and HSSC-II
The high school and second year students are promoted to next classes based on their performance in previous years, the minister said, adding that only students with satisfactory performance in previous years will be promoted. Mahmood found that only three percent of the previous year’s results were used to calculate the grades for this year.
Failing and Improving Students
The education minister announced that students who failed less than 40 percent of the subjects (in 9th and 11th grade) will receive the top grade. He also announced plans to run special exams for students to improve their first year results.
The same applies to students who have failed more than 40 percent in grade 11, who appear in composite exams or who are preparing for additional subjects. The result is calculated cumulatively and not thematically.
Special Exam Dates
The Minister asked students who were willing to take special exams to contact their respective bodies by July 1 of this year. Exams can be held at any time between September and November this year.
All decisions relating to the education sector under COVID-19 situation have been made with the consensus of all boards.
Mahmood said all universities in Pakistan have been instructed to announce their examination and admissions guidelines within a week.

وزیر نے کہا کہ میٹرک اور دوسرے سال کے طلباء کو پچھلے سالوں میں ان کی کارکردگی کی بنیاد پر اگلی کلاسوں میں ترقی دی جائے گی ، انہوں نے مزید کہا کہ صرف پچھلے سالوں میں تسلی بخش کارکردگی کے حامل طلبا ہی ترقی پائیں گے۔ محمود نے بتایا کہ پچھلے سال کے نتائج میں صرف تین فیصد اضافے کو اس سال کے نمبروں میں شامل کیا جائے گا۔
فیل اور بہتر نمبر کرنے والے طلبہ کے لیے
وزیر تعلیم نے اعلان کیا کہ جو طلبا 40 فیصد سے بھی کم مضامین (نویں اور 11 ویں جماعت میں) میں ناکام رہے ہیں ان کو پاسنگ نمبر دیئے جائیں گے۔ انہوں نے اپنے پہلے سال کے نتائج میں بہتری لانے کے لئے طلباء کے لئے خصوصی امتحانات لینے کا بھی اعلان کیا۔
خصوصی امتحان کی تاریخیں
وزیر نے خصوصی امتحانات میں حصہ لینے کے خواہشمند طلبہ سے رواں سال جولائی کے پہلے ہفتہ تک اپنے متعلقہ بورڈ سے رابطہ کرنے کو کہا۔ اس سال ستمبر سے نومبر کے درمیان کسی بھی وقت امتحانات کا انعقاد کیا جاسکتا ہے۔
