Kalma Chowk Underpass Finished in Unprecedented Time, Yet with a Price

A major infrastructure milestone has been achieved with the completion of the Kalma Chowk Underpass and Central Business District (CBD) Punjab Boulevard in Lahore. These two critical projects were initiated as part of the Blue Road Initiative and aimed to alleviate traffic congestion in the bustling city. Remarkably, construction commenced in November 2022, and both undertakings were successfully wrapped up by May 2023, completing the entire process in a mere seven months.

International Acclaim for Blue Road Initiative

The Blue Road Initiative, under which the Kalma Chowk Underpass and CBD Punjab Boulevard were developed, has earned international accolades for its efficiency and effectiveness. The media report highlights the significance of these infrastructural advancements, which garnered praise from both local and international communities.

Economic Benefits of Early Completion

The Punjab CBD Development Authority‘s exceptional performance in completing the projects ahead of schedule not only added to their acclaim but also resulted in substantial savings. Reportedly, an impressive Rs. 9 million was saved from the initial budget (PC 1) by finishing the construction earlier than expected. The authorities have planned to reinvest these savings into local development projects, aiming to enhance the lives of citizens and boost the economy.

Monsoon Challenges and Concerns

Despite the positive reception and rapid completion, recent monsoon rains have brought to light certain issues with the projects. As rainfall hit Lahore and other regions of Pakistan during the pre-monsoon and monsoon season, several areas faced the brunt of flooding. Roads turned into puddles, and underpasses, including the newly built Kalma Chowk Underpass, found themselves submerged in rainwater.

Quality and Sanitation Concerns

As social media platforms began circulating videos and images of the flooded underpass, questions arose regarding the quality of construction and sanitation measures. The citizens expressed their displeasure with the situation, criticizing the local administration for the apparent lack of attention to these crucial aspects.
