Sindh chief minister Syed Murad Ali Shah, who is also head of the Treasury, presented a budget of Rs. 1.241 trillion with a deficit of Rs. 18.38 billion for fiscal year 2020-21 to the provincial assembly on Wednesday.
The prime minister said that no new tax had been introduced in the 2020-21 budget and the increase in non-development spending was limited to only seven percent.
Features of Provincial Budget
The government announced a 10% general government salary increase up to 16th grade and a 5% increase in civil servant salary above 17th grade.
Development expenditure is estimated at Rs. 232.94 billion, non-development spending at Rs. 968.99 billion and investment at Rs. 39.19 billion.
The total income is estimated at Rs. 1,222 trillion including federal revenue at Rs. 760.30 billion, provincial revenue at Rs. 313.39 billion, capital revenue at Rs. 25 billion, and other revenue at (FPA & PSDP) Rs. 69.05 billion.
The Prime Minister said the increase in non-development spending is mainly due to the provision of a COVID-19 related pro-poor package “Social Protection and Economic Sustainability” by Rs. 34.2 billion, an increase of Rs. 19 billion in the health sector and Rs. 22.9 billion in the education sector from the budget allocations for the current year.
The minister said that agriculture contributed 24 percent to GDP. “Sindh’s contribution to national production is 36 percent for rice, 29 percent for sugar cane, 34 percent for cotton, and 15 percent for wheat,” he said, adding that the agricultural budget has been increased to Rs. 14.84 billion. He said there was an immediate threat of food insecurity due to grasshopper attacks, which not only destroyed the crop but also jeopardized the economy.
The Sindh government allocated Rs. 440 million for locust control.
Health and Education
He said the Department of Health’s budget was increased by 16.1% to Rs. $ 139.18 billion to step up efforts against the COVID-19 pandemic and infectious diseases. He said that all health professionals, including postgraduate and domestic workers involved in the treatment of COVID 19 cases, will be granted a basic health risk allowance starting in March 2020.
The budget of the education department was also increased by 10.2% to Rs. $ 244.5 billion for high quality education and to address academic challenges after the pandemic.
According to Murad Ali Shah, total federal revenue has been reduced by Rs this year. 71.72 billion or nine percent compared to the current 2019-20 financial year.
Annual Development Plan
Due to the small inflows from the federal government, the government of Sindh has reduced its annual development plan (ADP) to Rs. 232.9 billion for fiscal year 21, allocation of Rs. 155 billion for provincial development and Rs. 15 billion for programs.
In ADP, the education sector received Rs. 21.1 billion for 397 ongoing programs and 11 new but not approved programs. An allocation of Rs. In addition to the allocation for the provincial development budget, 3.1 billion euros have been earmarked for foreign project support (FPA).
The provincial government also expects Rs. 54.6 billion from Foreign Project Assistance and Rs. 8.3 billion from the federal PSDP for 10 programs implemented by the Sindh government.

وزیر خزانہ سید مراد علی شاہ ، جن کے پاس وزارت خزانہ کا چارج بھی ہے ، نے بجٹ پیش کیا۔ 1.241 کھرب روپے کا خسارہ کے ساتھ بجٹ۔ بدھ کے روز صوبائی اسمبلی میں مالی سال 2020-21 کے لئے پیش کیا گیا-
وزیر اعلی نے کہا کہ 2020-21 کے بجٹ میں کوئی نیا ٹیکس نہیں لایا گیا تھا اور غیر ترقیاتی اخراجات میں اضافہ صرف سات فیصد تک محدود تھا۔
صوبائی بجٹ کی نمایاں خصوصیات
حکومت نے گریڈ 16 تک سرکاری ملازمین کی تنخواہوں میں بورڈ میں 10 فیصد اضافے اور گریڈ 17 سے اوپر کے عہدیداروں کی تنخواہوں میں 5 فیصد اضافے کا اعلان کیا ہے۔
اس ترقیاتی اخراجات کا تخمینہ 232.94 ارب روپے، غیر ترقیاتی اخراجات 968.99 ارب ، اور سرمایہ خرچ 39.19 بلین۔
وزیراعلیٰ نے کہا کہ غیر ترقیاتی اخراجات میں اضافہ بنیادی طور پر کورونا وائرس سے متعلقہ غریب نواز “سوشل پروٹیکشن اینڈ اکنامک پائیداری” کے لئے 500 روپے کے پیکیج کی فراہمی کی وجہ سے ہوا ہے۔ 34.2 ارب ، روپے میں اضافہ صحت کے شعبے میں 19 ارب روپے موجودہ سال کے بجٹ میں مختص رقم سے تعلیم کے شعبے میں 22.9 بلین روپے۔
وزیر نے کہا کہ زراعت نے جی ڈی پی میں 24 فیصد حصہ ڈالا۔ انہوں نے کہا کہ قومی پیداوار میں سندھ کا حصہ چاول میں 36 فیصد ، گنے میں 29 فیصد ، کپاس میں 34 فیصد اور گندم میں 15 فیصد ہے۔ 14.84 بلین۔ انہوں نے کہا کہ ٹڈیوں کے حملوں کی وجہ سے غذائی عدم تحفظ کا ایک لاحق خطرہ ہے ، جو نہ صرف فصلوں کو تباہ کررہے ہیں بلکہ معیشت کو بھی خطرے میں ڈال رہے ہیں۔
صحت اور تعلیم
انہوں نے کہا کہ محکمہ صحت کے بجٹ میں 16.1 فیصد اضافے سے 5 ارب روپے کردی گئی ہے۔ کوویڈ ۔19 وبائی اور متعدی بیماریوں کے خلاف کوششوں کو فروغ دینے کے لئے 139.18 بلین۔ انہوں نے کہا کہ مارچ 2020 سے لاگو ہونے والے ایک بنیادی تنخواہ کی شرح سے ہیلتھ رسک الاؤنس ، تمام ہیلتھ پروفیشنلز کو فراہم کیا جائے گا ، بشمول پوسٹ گریجویٹ اور ہاؤس جاب آفیشلز جن میں کوویڈ 19 کے معاملات میں علاج کیا گیا ہے۔
محکمہ تعلیم کے بجٹ میں بھی 10.2 فیصد سے بڑھا کر معیاری تعلیم اور وبائی امور کے بعد کے تعلیمی چیلنجوں سے نمٹنے کے لئے 244.5 بلین روپے مختص کیے۔
سالانہ ترقیاتی منصوبہ
وفاقی حکومت کی طرف سے کم آمدنی کی وجہ سے ، حکومت سندھ نے اپنے سالانہ ترقیاتی منصوبے (اے ڈی پی) کو گھٹ کر રૂ. مالی سال 212 کے لئے 232.9 ارب روپے مختص ہیں۔ صوبائی ترقی کیلئے 155 ارب روپے اسکیموں کو 15 ارب۔
صوبائی حکومت کوبھی روپے کی توقع ہے۔ غیر ملکی منصوبے کی امداد سے 54.6 ارب روپے سندھ انتظامیہ کے تحت 10 منصوبوں کے لئے وفاقی پی ایس ڈی پی سے 8.3 ارب روپے۔
