After several announcements in the past few weeks, the Sindh government has finally introduced registration smart cards to replace registration brochures. The Motor Vehicle Report (MVR) smart cards are computer readable and contain information about the registered vehicle from the registration status to the token tax payment records.
Speaking to a local media company, Provincial Excise and Taxes Minister Mukesh Kumar Chawla noted that the new smart cards will benefit regulators, law enforcement agencies and the public in a number of ways.
He said the new smart cards will remove the nuisances associated with fake vehicle registrations and allow law enforcement agencies to determine vehicle ownership more efficiently, reducing the prospect of vehicle theft in the city.
The minister reiterated that the Excise and Tax Department had introduced an online tax payment function for motorists. He added that the online tax payment facility is primarily aimed at reaching the general public.
The government reportedly had to amend the 1965 Motor Vehicle Ordinance and pass the Provincial Motor Vehicles Act (amendment) 2020 to incorporate the provision of smart cards for vehicle registration into the current Motor Vehicle Registration Act. Minister Chawla also reminded the media that the government is working to provide maximum safety and convenience to law-abiding residents of the city.

مقامی ذرائع ابلاغ سے بات کرتے ہوئے صوبائی وزیر ایکسائز اینڈ ٹیکسیشن مکیش کمار چاولا نے ریمارکس دیئے کہ نئے سمارٹ کارڈ مختلف طریقوں سے ریگولیٹرز ، قانون نافذ کرنے والوں اور عام عوام کے لئے فائدہ مند ہوں گے۔
انہوں نے کہا کہ نئے سمارٹ کارڈ جعلی گاڑیوں کی رجسٹریشن سے متعلقہ پریشانیوں کو ختم کردیں گے اور قانون نافذ کرنے والے اداروں کو گاڑیوں کی ملکیت کا زیادہ موثر انداز میں تعین کرنے کے قابل بنائیں گے ، اور اس طرح شہر میں گاڑیوں کی چوری کے امکانات پر قابو پالیں گے۔
وزیر نے اس بات کا اعادہ کیا کہ محکمہ ایکسائز اینڈ ٹیکسیشن نے گاڑی چلانے والوں کے لئے آن لائن ٹیکس کی ادائیگی کی سہولت متعارف کروائی ہے۔ انہوں نے مزید کہا کہ آن لائن ٹیکس کی ادائیگی کی سہولت کا بنیادی مقصد عام لوگوں کو سہولت فراہم کرنا ہے۔
اطلاعات میں یہ بھی بتایا گیا ہے کہ موجودہ موٹر گاڑیوں کے اندراج کے قانون میں گاڑیوں کی رجسٹریشن کے لئے سمارٹ کارڈز کی فراہمی کو شامل کرنے کے لئے حکومت کو 1965 کے موٹر وہیکل آرڈیننس میں ترمیم کرنا اور صوبائی موٹر وہیکلز (ترمیمی) بل 2020 منظور کرنا پڑا۔ وزیر چاولا نے میڈیا کو یہ بھی یاد دلاتے ہوئے کہا کہ حکومت شہر میں رہنے والے قانون پسندوں کو زیادہ سے زیادہ تحفظ اور سہولت فراہم کرنے پر کام کر رہی ہے۔
