KARACHI: The Delhi police investigated an online chat group on Tuesday that dealt with rape and caused a backlash on social media for trivializing sexual assault. A teenager was interviewed.
An Instagram chat group called “Bois Locker Room” was the most popular hashtag on Twitter India. Many tweets used screenshots from the group to highlight derogatory comments about women, sexism, or blaming victims.
Sexual violence against women has become an important issue in India since a woman was raped and murdered on a bus in New Delhi in 2012, resulting in strict new laws. However, implementation was poor and the attacks showed no signs of relaxation.
Based on the online information and our technical investigations, we identified and arrested a boy, ”said Anyesh Roy, deputy police commissioner of the Delhi Police Department for Cybercrime.

He said investigations into other people in group chat are ongoing for violations of various laws, including the submission of obscene material and the abuse of humility to women.
On Monday, the Delhi State Women’s Commission issued a message to the police asking them to take action against members of the chat group, and sent another message to Instagram asking for details of the group’s members.
A representative of Facebook, who owns Instagram, said it “does not allow behavior that promotes sexual violence or exploits someone, especially women and young people.”
Measures are taken against content that violates the platform’s community standards, the representative added.
In India, a woman reported rape on average every 15 minutes in 2018, underlining the country’s bad reputation as one of the worst places in the world for women, according to the government.
India hanged four men in March who were convicted of raping and murdering a 23-year-old student in 2012. This case has placed the international spotlight on sexual violence against women in the country.
In a 2018 Thomson Reuters Foundation survey of gender experts, India was ranked the world’s most dangerous country for women.

What causes such behavior?
Pawan Duggal, chairman of the International Cyber Security Law Commission, says that social media is not to blame.
“Instagram can’t say they don’t know this has happened. They have to voluntarily sort out such content. The police can follow up if they fail,” he said, adding that this group is the result of India is “too soft” towards intermediaries such as social media networks.
According to Duggal, his organization noticed a “massive increase” in the number of children visiting pornography and other “dark websites” during the blockade to curb the spread of the coronavirus.

He added that although the Commission has no scientific data, it saw an increase in this trend – visits to porn sites and sexual fantasy groups – during the ban.

Duggal said the authorities had to send a strong message and the law had to have a “very strong hand” against the group’s members to prevent such behavior from repeating.

Members’ names and Instagram handles have also been published on social media platforms.
